It may sound like more working hours for the same amount of money, but the governments chief negotiators with teachers insist their goal is to optimize performance, not save money.

In its offer to teachers last month, negotiators proposed increasing the number of hours they must stay in school from 32 to 35. Also on the table is a proposal to increase class sizes for high school students, and a change to the way special-needs students are weighted by the current system.

The negotiating committees met the media on Monday in an attempt to clarify media reports about the offers made to public workers last month.

Anne-Marie Lepage, who is in charge of negotiating with English teachers, said the government and schools have little flexibility when it comes to assigning specific tasks to teachers.

“For example, if there is a student who is having problems and a psychologist is coming to the school to talk about his issues, as it stands now, schools may not be able to oblige teachers to attend that meeting,” she said.

While she admitted that most teachers have a sense of responsibility that would compel them to attend such a meeting, thats not the case with all teachers.

Force teachers to stay longer

Lepage, president of the Comité patronal de négotiation pour les commissions scolaires anglophones, said the proposed change wont affect the total number of hours that teachers will work in a week, but it will force them to stay in school for the majority of the school day.

“Its not to assign duties, as much as it is to have the knowledge that the teachers will be present in school for 35 hours, and within those 35 hours, we could discuss with the unions how that would work,” she said. “Were looking for a more global presence time, and to make sure the presence of the teachers is optimized.”

Lepage said while schools may be able to assign more work to teachers during those three hours, this doesnt amount to asking teachers to do more work for the same pay, because teachers are currently paid for 40 hours per week, which assumes they will do some preparation or corrections at home.

The negotiators added they want to change the formula for special-needs students in order to find a better way to calculate how many resources to dedicate to them. Increasing class sizes for high schools is simply the rolling back of a reduction made in the last collective agreement.

The changes could save $150 million per year, but that money could be allocated to other parts of the education system, the negotiators said.

Groups representing teachers have called the proposals insulting.
